1. General information:
Name of the project promoter: Filantropia Federation
Name of the partners: Social Alternatives Association, Iași, Romania and CBNRM Networking, Norway
Implementation period of the project: 24 months (1st October 2021- 30th September 2023)
Starting from 1st October 2021, Filantropia Federation in partnership with Social Alternatives Association, Iași, Romania and CBNRM Networking, Norway implement the CRESC project – Capacity, Responsibility, Efficiency, Sustainability and Quality through organizational development.
The project aims to develop the capacity of Filantropia Federation and 5 NGOs members to become sustainable and to have a strong impact on their communities.
2. Specific objectives of the project:
- Organizational development of 5 NGOs members in the field of governance, management, public communication and financial sustainability throughout 24 months.
- Organizational development of Filantropia Federation in providing direct and long-term support to unexperienced NGOs, at national level.
3. Target group
Direct beneficiaries:
The project addresses the needs for efficiency, increasing sustainability and impact on the community, according to the assumed vision and mission of 5 NGOs members of Filantropia Federation, as well as of the Federation itself, as a supportive structure.
As a result of centralizing and analysing the data, the following NGOs have been selected in order to be included in the present project:
- Christian Charity Aid „Ovidenia Bacău 2005” Association;
- Orthodox Filantropia Association – Huși;
- Deacon Centre „Christian Home” Association -Târgoviște;
- „Filantropia Porolissum” Association;– Sălaj
- „Maramureș Filantropia” Association.
The rationale for their selection:
- They carry out their activity in underserved geographical areas;
- They address, according to governance documents and ongoing activities, to underserved fields and target groups.
- They developed awareness of organizational development, expressing needs such as visibility, personnel efficiency, quality management in NGO administration, recruitment of volunteers etc.
- From the perspective of the NGO’s age, 3 of them are in the developmental stage of adolescence as they were founded between 2000 and 2010, whereas the other 2 were founded in 2018.
The target group comprises 130 people: 100 people involved in the project by the 5 NGOs at the local level, 18 members of the General Assembly and the Board of Directors within Filantropia Federation, 12 representatives of the 12 NGOs participating in the exchange of experience.
Indirect beneficiaries:
- Other 18 NGOs, members of Filantropia Federation
- Other at least 10 NGOs from Romania
- In a broader sense, the whole NGO segment in Romania.
4. Main activities:
- Project management;
- Information and communication;
- Preparing the process of organizational evaluation of the 5 NGOs included in the target group;
- Thorough evaluation of the needs for organizational development of Filantropia Federation;
- Training the human resource of the 5 NGOs included in the target group in the key-fields of organizational development;
- Offering mentoring and coaching to the 5 NGOs included in the target group in the field of organizational governance;
- Offering mentoring and coaching to the 5 NGOs included in the target group in the field of public communication;
- Offering mentoring and coaching to the 5 NGOs included in the target group in the field of financial sustainability;
- Offering mentoring and coaching to Filantropia Federation in the field of organizational development;
- Exchange of experience in in the field of organizational development.
5. Expected results:
- Awareness of 5 local groups of organizational development as far as the role, the MOST model and the process of organizational development are concerned;
- Improvement of knowledge and skills for a minimum of 100 trainees;
- 5 NGOs with transparent and responsible procedures of organizational governance; efficient management procedures; that regularly communicate to large audiences information about activities and the results achieved on the way; that have diversified and improved knowledge and experience in accessing different sources of financing;
- A minimum of 50 employees with knowledge and skills in Project Manager/ monitoring and evaluation as a follow-up of the course;
- 18 members of the General Assembly and of the Board of Directors with improved knowledge and skills related to good practices in the field of governance, management, communication/advocacy, Fundraising and strategic partnerships;
- 5 NGOs from the target group act as sources for other NGOs from Romania;
- Founding at least 3 groups of thematic debates that will become functional.
6. Sustainability of the project
Filantropia Federation will own, at the end of the project, a structured programme to develop skills, containing instruments of evaluation, training packages and methodology/ assistance instruments in the fields of governance, management, public communication and financial sustainability, that will be used further on in supporting unexperienced NGOs, at the national level, and in this way the results of the project will be multiplied.

Required sum as non-reimbursable financing: 238.764,75 Euro
Co-financing: 8400 Euro
Total cost of the project: 247.164,75 Euro
